More than six years have passed since the Work Style Reform Act came into effect in April 2019, and the way people work in Japan has changed significantly. While improvements in long working hours have progressed under regulations capping overtime, the COVID-19 pandemic has also accelerated greater flexibility in when and where people work. In this talk, I examine how flexible work arrangements affect workers’ autonomy and well-being, with a particular focus on the discretionary labor system, exploring both its benefits and drawbacks.
